Members of the Hong Kong Real Estate Agencies General Association (HKREAGA) visited the Property Management Services Authority (PMSA) office today to meet with the Chief Executive Officer of the PMSA Alan SIU, and 26 members of the HKREAGA together submitted applications for provisional property management practitioner (PMP) licence (Tier 1) in bulk.
Alan SIU said, “The PMSA wishes to express gratitude to members of the HKREAGA for submitting licence applications in bulk to support the property management (PM) industry licensing regime by action. The professional development of the PM industry of Hong Kong has encouraged stakeholders in the industry including the real estate agents to apply for licence with a view to driving the development of the industry towards enhanced professionalism and quality. Less than 400 days remain before the three-year transitional period under the licensing regime (up to end July 2023) expires. To ensure that relevant PM companies and practitioners could successfully obtain licence before the end of the transitional period and that they can continue to provide PM services seamlessly afterwards, the PMSA appeals for those in the industry to submit licence applications soonest possible.”
Under the licensing regime, PM practitioners who do not have the required academic and/or professional qualifications but possess the specified work experience may apply for provisional licence during the transitional period and attend the PMSA Specified Courses (Specified Courses). Upon successful completion of the Specified Courses within the validity of the provisional licence, they may apply for formal PM practitioner licence without the academic and/or professional qualifications required.
The HKREAGA will organise a Specified Course with the School of Professional Education and Executive Development, Hong Kong Polytechnic University, for the above members who have submitted provisional licence applications. These members may apply for formal PM practitioner licence upon successful completion of the Specified Course.
Since the implementation of the PM industry licensing regime on 1 August 2020, the PMSA has issued nearly 7,500 PM practitioner licences, whereby formal licences account for 64%, while provisional licences account for 36%.
In accordance with the Property Management Services Ordinance (Cap. 626), all PM companies providing properties subject to deeds of mutual covenant with more than one category of prescribed PM services, as well as PM practitioners designated for managerial or supervisory roles in such PM companies for providing PM services, must hold valid PM licence starting from 1 August 2023 in order to continue to provide PM services in accordance with the law.
