In accordance with the requirement stipulated in the Property Management Services Ordinance (Cap. 626), the Property Management Services Authority (PMSA) will publish in the Gazette tomorrow the list of licensees as of 31 July 2022 under the property management (PM) industry licensing regime.
As of end August, the PMSA has issued over 8,300 property management practitioner (PMP) licences, whereby formal licences account for 65%, while provisional PMP licences account for 35%. For property management companies (PMCs), over 300 companies have applied for licence, with 130 already licensed.
Under the licensing regime, all PMCs providing properties subject to deeds of mutual covenant with more than one category of prescribed PM services, as well as PMPs designated for managerial or supervisory roles in such PMCs to provide PM services, must hold valid PM licence starting from 1 August 2023 in order to continue to provide services in accordance with the law.
Chairperson of the PMSA Tony TSE said, “The PM industry licensing regime has been implemented for more than two years. Only slightly more than 300 days remain for the three-year transitional period (up till 31 July 2023). Many PMCs have taken the lead to be licensed or made appointment with the PMSA to apply for licence, which supports through practical action the advancement of the PM industry of Hong Kong towards enhanced quality and professionalism. PMCs which have yet to apply for licence should seize the time left and the opportunity to apply for licence soonest possible in order to avoid falling behind their peers in the industry and the market.”
Chairperson TSE added, “The PMSA will hold the PM Pioneer Awards Ceremony in late August to commend those PMCs who have taken the lead to be licensed.”
The current list to be gazetted contains the information of a total of 7,873 licensed PMPs and PMCs for public inspection.
Owners’ organisations and the public may inspect the register and gain access to information of licensed PMCs as well as formal and provisional PMPs (Tier 1) and (Tier 2) licence holders, including their name and licence number, through the following channels:
• Register of licensees (online version) – available at the PMSA website https://eapplication.pmsa.org.hk/registers/; or
• Register of licensees (original version) – available at the PMSA office (Units 806-8, 8/F., Dah Sing Financial Centre, 248 Queen’s Road East, Wan Chai, Hong Kong) during office hours.
The PMSA announced earlier the launch of the Licence Application Appointment Booking Scheme which allows PMCs to reserve a suitable timeslot within the period between September 2022 and May 2023 for submitting licence application, thus enabling PMCs to apply for licence orderly before the end of the transitional period (i.e. 31 July 2023) in order for them to be licensed in accordance with the law and to continue to provide professional PM services after the transitional period. PMCs may make reservation through the PMSA’s PMC licence application hotline (3696 1157). As there are daily quotas for licence application, the PMSA will make allocation on a first-come-first-served basis.
