The Property Management Services Authority (PMSA) presented to the Legislative Council today the “PMSA Annual Report 2021-22” (“Annual Report”) which has been published in accordance with the requirement stipulated in the “Property Management Services Ordinance” (Cap. 626) (the Ordinance).
The Annual Report summarises the PMSA’s key accomplishments from 1 April 2021 to 31 March 2022 and outlines future development plans. The PMSA had continued to drive the implementation of the property management (PM) industry licensing regime in the year of 2021-22 by issuing property management practitioner (PMP) and property management company (PMC) licences. A series of complementary measures related to the PM industry licensing regime had also been successfully launched. These included the formulation of Codes of Conduct and Best Practice Guides in respect of various PM areas to provide appropriate and practical guidance for the industry, as well as the launch of the Continuing Professional Development (CPD) Scheme to set criteria and requirements for PMPs to participate in CPD activities and through organising various seminars and activities, encourage PMPs to acquire new knowledge and skills in order to advance with times.
As of November 2022, the PMSA had issued over 9,000 PMP and PMC licences. The four appointed educational institutions to offer the PMSA Specified Courses had provided over 2,800 certificate places to PMPs up to now, enabling provisional PMP licensees to apply for formal PMP licences after successful completion of the study. The PMSA had also formulated 14 Codes of Conduct and relevant Best Practice Guides on various aspects of PM; and over 120 activities or courses organised by PMSA Recognised Professional Bodies and other organisations had been recognised under the CPD Scheme.
The PMSA was commissioned again in February 2022 by the Home Affairs Department to implement the Anti-epidemic Support Scheme for Environmental Hygiene and Security Staff in Property Management Sector under the Government’s sixth round of the Anti-epidemic Fund to provide financial support to frontline PM workers performing specified duties in eligible properties and to give recognition to the industry’s efforts and hard work under the epidemic, thereby encouraging all to continue together to combat the pandemic. All vetting work had already been completed. The PMSA had granted over $1.76 billion in subsidies, benefitting over 188,000 frontline PM workers performing specified duties in around 40,000 private residential, composite, industrial and commercial building blocks.
The PMSA Chairperson Tony TSE said, “Since the implementation of the PM industry licensing regime, the PMSA has adopted a three-pronged approach of “regulating through licensing”, “formulating Codes of Conduct” and “encouraging continuing professional development”. The PMSA has collaborated with various Government Departments, public bodies and industry associations to drive the initiatives with concerted efforts in enhancing the status and service standard of the PM industry in Hong Kong. The three-year transitional period of the PM industry licensing regime has entered into the countdown stage with just over 200 days left, signifying the progression of the PM industry towards a new milestone. Moving forward, the PMSA will continue to step up efforts in the licensing work with the objective to urge PMCs to apply for licence soonest possible in the remaining time of the transitional period. The PMSA appeals again to owners’ organisations that they should pay attention as to whether the PMCs they have engaged are licensed in order to ensure the provision of seamless PM services in their properties after the end of the transitional period. The PMSA will at the same time formulate Codes of Conduct and Best Practice Guides covering more areas of PM to provide practical guidance to the industry. It will also drive the implementation of the CPD Scheme by providing more diverse activities and courses to PMP licensees, thereby injecting new vigour into the future development of the industry.”
