The Property Management Services Authority (PMSA) announced today that the number of property management practitioner (PMP) licences issued since the implementation of the property management (PM) industry licensing regime from 1 August 2020 has exceeded 10,000, whereby formal PMP licences account for 66% while provisional PMP licences account for 34%.
The PMSA Chairperson Tony TSE, President of the Hong Kong Institute of Real Estate Administrators (the Institute) Nathan LEE Hoi-tat and the PMSA Chief Executive Officer Alan SIU Yu-bun hosted an event organised by the Institute to submit licence applications in bulk today, and during which Chairperson TSE awarded the 10,000th PMP licence issued by the PMSA since the implementation of the PM industry licensing regime from August 2020 to a member of the Institute Ms Polly CHAN Po Yan. Ms CHAN, who has successfully applied for a PMP (Tier 1) licence, holds a Bachelor’s degree in Housing Management. She started her PM career as a PM officer after graduation and has accumulated 11 years of PM work experience in Hong Kong so far. She has been promoted and is currently assuming a managerial role in PM work.
According to the statistical analysis in respect of the first 10,000 PMP licences issued by the PMSA, male licensees account for a higher ratio of 62% while female licensees account for 38%. The average age of a PMP licensee is 46, with 63% aged between 31 to 50, and with the youngest at the age of 22 and the oldest over 80.
Chairperson TSE said, “The PM industry offers a wide variety of jobs and ample opportunities for career development. With a great demand for talents, the industry provides suitable opportunities for individuals with different backgrounds. The PM industry licensing regime has established an objective and professional standard as well as provided a clear career path for PMPs. Regardless of age or gender, they would be able to demonstrate their talents in the PM field. On behalf of the PMSA, I wish to express my gratitude to Ms Polly CHAN and all PMP licensees for their hard work and contributions to the PM industry. I wish them success in their future career and that they would excel in their work and provide quality PM services to the public, helping to create a better community in Hong Kong so that all can have a better place to work and live in.”
Less than 250 days remain for the three-year transitional period of the PM industry licensing regime. Chairperson TSE emphasised again, “To ensure that all PMCs and their relevant PMPs can successfully be licensed before the end of the transitional period so that they can continue to provide service seamlessly after the transitional period, those who have yet to be licensed should seize the time remaining to apply for licence soonest possible.”
Over 60 members of the Institute submitted licence applications to the PMSA in bulk or obtained their licences today in response to the appeal made by the PMSA. They also took the opportunity to exchange with the PMSA Chairperson on latest PM matters.
Under the PM industry licensing regime, all PMCs providing properties subject to deeds of mutual covenant with more than one category of prescribed PM services, as well as PMPs designated for managerial or supervisory roles in such PMCs to provide PM services, must hold valid PM licence starting from 1 August 2023 in order to continue to provide PM services in accordance with the law. PMP licences are divided into two tiers: PMP (Tier 1) licensees shall, in addition to holding a relevant Bachelor’s degree (or above) or equivalent and with relevant PM work experience, also possess professional qualification as a member of a PMSA recognised professional body. PMP (Tier 2) licensees shall hold an associate degree, diploma (or above) or equivalent and possess relevant work experience.
