Senior Officer (Complaints and Enforcement)

Responsibilities
Reporting to the Manager (Complaints and Enforcement), the appointee will be required to supervise junior officers in discharging their duties in the PMSA, as well as to:
- handle enquiries, complaints and conduct enforcement inspections properly and timely;
- collect and analyses evidence for disciplinary cases in accordance with the PMSO and other relevant ordinances;
- carry out investigations and gather evidence for alleged disciplinary offences and refer cases to other law enforcement agencies when necessary;
- assists in formulating policies and procedures in complaints handling and disciplinary proceedings;
- prepare for and attend disciplinary hearings and court as witness;
- assists in drafting and promulgating of the codes of conduct and relevant best practice guides for the property management industry; and
- undertake ad-hoc tasks as assigned from time to time.
Requirements
- A recognised university degree;
- A minimum of 5 years post-qualification relevant working experience in handling complaints, preferably with law enforcement experience in governmental departments/ statutory bodies/ authorities.
- Good command of both written and spoken English and Chinese (preferably attained Level 4 or above in HKDSE, or Grade “C” or above in English Language (Syllabus B) and Chinese Language in HKCEE, or equivalent);
- Good report writing skills;
- Experience in conducting inspection or investigation;
- Good commend in Microsoft Office applications including Word, Excel, PowerPoint and Chinese Word Processing;
- A team player with a strong sense of responsibility; and
- Independent and able to work under pressure and tight time schedule.
Terms of Appointment
Remuneration will be commensurate with qualifications and experience. A 3-year contract will be offered to the successful candidate. The PMSA is an equal opportunity employer and welcomes applications from all qualified candidates.
